Tangshan starts level II emergency response from October 15, 2019

 My iron and steel network: due to the moderate to severe pollution weather in Tangshan area, it is decided to start the level II emergency response of heavy pollution weather in the whole city from 20:00 on October 15, and the termination time will be further notified according to the results of the consultation. Now the relevant matters are notified as follows:

I. comprehensively implement emergency response and emission reduction measures

(I) measures to stop and limit production of industrial sources

1. Steel industry. If the performance evaluation is A-level, take emission reduction measures independently. If the performance evaluation is B-level, the production line of sintering machine, pellet equipment and lime kiln will be shut down; if the coking time of coke oven in the carbonization chamber is 6 meters or above will be extended to 28 hours; if the coking time of coke oven in the carbonization chamber is 6 meters or below will be extended to 36 hours; if the performance evaluation is C-level, the production line of sintering machine, pellet equipment and lime kiln will be shut down; if the blast furnace is shut down, 50% of the production line will be shut down.（ The coke discharging time of carbonization chamber coke oven of 6m and above is extended to 28 hours, and that of carbonization chamber coke oven of 6m and below is extended to 36 hours. If the performance evaluation is level B and C, the early warning response time shall be more than 120 hours, and the sintering machine and pellet equipment shall be shut down for more than 50% (including) in the later period, which shall be calculated by the production line.

2. Coking enterprise. Performance evaluation is B and C grade, coke oven coking time is extended to 36 hours.

3. In the independent lime kiln industry, if the performance evaluation is level B, stop production and maintain the kiln; if the performance evaluation is level C, stop production.

4. Short process steel industry. Independent sintering, pelletizing and rolling enterprises stop production

5. Foundry industry. If the performance evaluation is level a, the emission reduction measures shall be taken independently; if the performance evaluation is level B and C, all gas related processes shall be shut down.

6. In the glass industry, if the performance evaluation is class B, the production limit is 20%; if the production idle speed performance evaluation is class C, the minimum production load of the previous year in China and Japan shall be operated, starting from the day of the start-up warning.

7. In the cement industry (except for special cement), the production of cement products and grinding station is stopped; the production line of cement clinker is stopped; the production line of which the total amount of daily treatment of domestic garbage and sludge is less than 400 tons (including), and the total amount of treatment of toxic and hazardous wastes is less than 4% (including) of clinker production capacity is stopped.

8. The brick and tile kiln (including the manufacturing industry of sintered brick and non sintered brick, etc.) was shut down.

9. Ceramic industry. If the performance evaluation is class B, the production line will be calculated if the roasting process is stopped for more than 50% (inclusive); if the performance evaluation is class C, the production will be stopped.

10. For refractory materials (produced by high-temperature kilns), enterprises using coal as fuel shall be shut down; enterprises using non natural gas, gas or liquefied gas as fuel shall be shut down for more than 50% (including) in terms of production line.

11. Other industries shall follow the orange early warning and emission reduction measures in the heavy pollution weather emergency industrial source pollutant emission reduction list.
